What law is it that the Vatican thinks it can change? Can God's laws be changed by men?
The fourth Commandment is the only law about time. God sanctified the seventh day as His holy day.
The Vatican states that it has the authority to change God's Sabbath to the first day of the week. Sunday was originally dedicated to sun worship.

The Catholic Church says: No. By my divine power I abolish the Sabbath day and command you to keep holy the first day of the week.' And lo! The Catholic Universe Bulletin, 8/14/1942: "The church changed the observance of the Sabbath to Sunday by right of the divine, infallible authority given to her by her founder, Jesus Christ. The Protestant claiming the Bible to be the only guide of faith has no warrant for observing Sunday. In this matter the Seventh-day Adventist is the only consistent Protestant."
Does God love all His people in various denominations? Yes, and that is why He calls them out because He knows they are being deceived. Church leaders allow for and often promote disobedience in following all of God's 10 Commandments. Jesus warned of this. "Whosoever therefore shall break one of these least commandments, and shall teach men so, he shall be called the least in the kingdom of heaven: but whosoever shall do and teach them, the same shall be called great in the kingdom of heaven." Matt 5:19
Who is the second beast that will help the Vatican enforce worship?
The second beast comes up around the time the first beast goes down in late 1700's. It comes up in an unpopulated area away from the Roman Empire.
The second beast that arises in an unpopulated area around the late 1700's and has lamblike or Christlike qualities and no kings, is the U.S.
God provided the U.S. for those fleeing persecution.
The U.S. offered religious freedom to those suffering persecution by the Vatican.
However, the U.S. will not maintain its Christlike qualities.
The second beast, the most powerful civil nation, will work with the Vatican, the most powerful religious entity, to enforce worship.
The vast majority of the world will follow the U.S. and Vatican's call to honor Sunday as the way to get back to God.
Sunday worship will be proclaimed as the only way to please God and earn His favor once again.
Governments will force religion on society against the Creator's commands. Sunday worship will be legislated in opposition to the fourth commandment.
Which day did God set apart as His holy day?
Exodus 20:8-11
Remember the sabbath day, to keep it holy. Six days thou shalt labor, and do all thy work.
But the seventh day is the sabbath of the Lord thy God: in it thou shalt not do any work,
Thou, nor thy son, nor thy daughter, thy manservant, nor thy maidservant, nor thy cattle, nor thy stranger that is within thy gates:
For in six days the Lord made heaven and earth, the sea, and all that in them is,
and rested on the seventh day. Wherefore the Lord blessed the sabbath day, and hallowed it.
Jesus rested in the grave on the sabbath, the seventh day.
All of His disciples and followers kept the sabbath after He ascended into heaven. Jesus never directed that the sabbath to be changed to Sunday.
The Bible characterizes the sabbath as holy and sanctified. Gen 2:2-3
Moreover also I gave them my sabbaths, to be a sign between me and them, that they might know that I am the Lord that sanctify them. Ez 20:12
Jesus said, "If you love me, keep my commandments." John 14:15
